State Aid and Competition

Volciuc Ionescu competition law practice has comprehensive experience in advising clients in the full spectrum of both EU and Romanian matters. Our competition specialists are recognized as leaders in the field and praised to be ‘thorough in finding any potential competition law risk, without losing sight of alternative solutions’ (Chambers and Partners).

Our lawyers have recognised expertise in merger control filings, having handled a significant number of the clearances issued by the Romanian Competition Council and being involved in proceedings before the European Commission as part of multi-jurisdictional teams. Our team’s experience allows us to prepare merger filings even on short notice and to anticipate with a high degree of accuracy the tactics of the Romanian authority.

The members of our competition team have an established track record of dealing with investigations conducted by the Romanian authority as well as of advising clients on a variety of issues which range from day to day business – distribution and other types of vertical arrangements – to complex business arrangements such as cooperation agreements and joint ventures.

Our team has expertise in state aid matters for the private sector, with special focus on the energy sector. We regularly provide advice with respect to cooperation between our clients and state owned entities. As concerns procedures before the European Commission, members of our team assisted clients in preparation of individual state aid notifications for the Romanian authorities and provided assistance in investigations carried by the European Commission.

Our lawyers have expertise in devising and implementing complex compliance programs. In their previous experience, our lawyers assisted top players in various industries into implementing complex multi-jurisdictional compliance programs, which covered not only regular training but also in-depth audit of correspondence of key employees on competition law matters.
