Starting with 18 March 2015 the Romanian Energy Regulatory Authority (ANRE) will set up the national register of the participants to the wholesale energy market (National Register), in accordance with article 9 of the Regulation (EU) No 1227/2011 on wholesale energy market integrity and transparency (REMIT).
Participants to the wholesale electricity market and the wholesale natural gas market in Romania have to register with the National Register set up and maintained by ANRE or to submit to ANRE a written confirmation of registration with similar registers in other Member States, prior to entering into a transaction on the wholesale energy market in Romania which is required to be reported to the Agency of the Cooperation of Energy Regulators (ACER) pursuant to article 8 of REMIT, starting with the deadlines set out in article 12 of the Implementing Regulation No. 1348/2014 on data reporting (i.e. 7 October 2015 and 7 April 2016 respectively). The application and registration form have to be submitted to ANRE by e-mail and in hard copy.
The National Register will be kept in electronic format and will contain information regarding the participant to the wholesale energy market, the individuals responsible for the trading, operational and communication decisions, information regarding the final beneficiary, information regarding the corporate structure, as well as information regarding the entities delegated to report on behalf of the participant to the wholesale energy market.
A unique identification code will be assigned to each participant to the wholesale energy market in the National Register.
The procedure for the registration of the participants to the wholesale energy market in the National Register (Registration Procedure) was approved by ANRE through Order No. 1/2015.
